Hi David, Nice article and I fully agree with you. I have been to Taipei twice in last 10 years.. First time in 2008, I took taxi at around 10 pm in the night from the hotel and came back to hotel at 2 am. Taxi fare was exactly same for both the rides.. However, I feel that regulation plays a big role to see what the government wants to promote. Singapore and Dubai also have excellent taxi system but the authority decided to promote app-based vehicles more..
